Requests for Proposals

The North Iowa Regional Housing Authority (NIRHA) is seeking proposals from qualified law firms or attorneys to provide legal counsel services related to affordable housing development activities. This includes, but is not limited to, advisory services on federal and state housing regulations, contract negotiations, compliance with HUD guidelines, and other legal matters pertinent to affordable housing and mixed income projects.

Proposals will be accepted until 2:00 pm, July 7, 2026 via email.

Proposals should be sent via email to the Executive Director director@nirha.com.

Those submitting proposals should indicate in the subject line that it is a proposal for the RFP and the name of the firm submitting the proposal. It is the responsibility of the firm to ensure that the proposal is received at NIRHA by the date and time specified above.

An award of the contract is anticipated to be completed by July 13, 2026.

The North Iowa Regional Housing Authority (NIRHA) is soliciting proposals from qualified

contractors to provide general maintenance, unit turnover, rehabilitation, repair, and exterior

improvement services for public housing properties owned and operated by NIRHA.

NIRHA owns and manages 121 public housing units across 10 properties located throughout its

service area. This includes the cities of Algona, Britt, Forest City, Clear Lake, Northwood, Manly,

Osage, Rockford, Sheffield and Hampton and seeks to establish relationships with one or more

qualified contractors capable of performing a variety of projects on an as-needed basis. Services

will be utilized to prepare vacant units for occupancy, maintain existing housing stock, and

improve exterior property conditions.

NIRHA reserves the right to award contracts to multiple contractors based upon qualifications,

pricing, responsiveness, and availability.

Proposals will be accepted until 4:30 pm, July 25, 2026 via email.
